[hpsdr] up and running

Unless you're running Phil's Mercury 2 beta FPGA code on the Mercury, 
you have to use 192000 sampling since the code loaded in the shipping 
boards only supports 192000 sampling.

Not remembering the setting is a known problem and is fixed in the 
last bit of code I released (26-Dec-2008a I believe)

Re: Only being able to run at 48000 --  two things to try.  First, 
decrease the "Main Display FPS" on  Setup->Display.  Second, try 
higher "Process Priority"  on  Settup   -> General -> Options.
