[hpsdr] Testing Penelope

Roland:

I have also seen this happen when you set the PowerSDR for HPSDR,
but did not go into

SetUp>DSP>Keyer

and assign the Keyer to Ozy.  If the keyer is
still assigned to SDR here, it can also go into transmit mode.
