[hpsdr] power supply for hpsdr

I am using a cheap standard computer power supply. I have never 
tested it for switching noise. I would prefer to put something in 
that is tested and known to be quiet and of good design.

I have Ozy + Janus serving my SDR-1000. Penelope is still in the box, 
awaiting Mercury.
