[hpsdr] Operating Penelope without Mercury Board

Try it with Janus Ozy as the sound card and not the M-Audio.  With 
the M-Audio set as the sound card PowerSDR is sending the xmit data 
there.  If you select Janus/Ozy it will send it to Janus/Ozy and the 
FPGA code on Ozy will send the data to Penny.
