[hpsdr] Operating Penelope without Mercury Board

Bill,
After reloading the computer with XP pro, getting all the updates in,  
and setting up the test tones correctly, everything is working. I have  
a signal on frequency, can change the output power, and watch the  
waveforms with no errors!
