[hpsdr] VS2008 again

Hi Ken.

I'd suspect the dsound.h from DirectX is what it's looking for but 
for some reason it's not finding it on your setup.  I don't have VS 
2008 up myself so have no first hand experience to offer on 
it.  Perhpas the include settings for the project need a bit of tweaking?
