[hpsdr] ATLAS and OZY

Phil:

Thank you for releasing Atlas and Ozy under NCL.  That clarifies the future
of those two products.  Obviously both NCL or OHL are appropriate
methods for HPSDR projects, and the wiki describing the "process" should
be revised as such.
