[hpsdr] TAPR Penelope output power

Dear Ottmar,
please find below the Penelope (TAPR, transformer corrected) output 
power measurements you were asking for.

PA Settings Gain by Band:
in all cases 39 dB (below 39 dB additional lines are present in the output,
TUN, Drive=100

Measurements were done with Penelope into the 50 Ohms RF Input port of 
professional equipment, R&S ESPI.
The results are:

3.7 MHz: 25.2 dBm = 331 mW
7.1 MHz:  25.1 dBm = 324 mW
14.2 MHz:  24.4 dBm = 275 mW
21.25 MHz: 23.8 dBm = 240 mW
28.5 MHz:  23.5 dBm = 224 mW
