[hpsdr] Ozy freezes on 6m

Since  the Rx tone varies and D9 is no longer flashing I suspect that the 
24MHz crystal on Ozy has stopped.

When the board is cold try holding a soldering iron on the case of the 
crystal for a few seconds to see if it will stop.
