[hpsdr] New ModelSim edition

Hi,

 

For those learning Verilog with Kirk, on the Altera site I have found the
announcement that ModelSim web edition 6.3g is discontinued, but they
announce a better edition ModelSim Altera stater edition, ok on xp, vista
and linux, available on March 9.
