[hpsdr] 100 watt transceiver update

I used the new rig on 30m cw this afternoon.

Configuration:
Mercury v2.2 code
Penelope original code
Powersdr 30Dec2008
power output 100 watts
computer 3.2 Mhz, P4 with 1 G ram running XP

at 192 khz sampling, cpu runs about 20 %.

I made a bunch of cw qsos using a paddle connected to the Ozy port.  
Switching between rx and tx was fairly smooth, with a few pops, but  
not objectionable. CW at 25 wpm and delay at 10 ms. Process priority -  
above normal.

All contacts reported nice sounding smooth signal.

Things are working real good at this end.
