[hpsdr] Problem with Mercury (Resend)

Funny I just had trouble getting everything running with
2595 and 2.4.

I have it running now but it wasn't smooth.
2.4 back to 2.3 back to 2.4 - different clocks.
Board positions. Back to Penny running the clocks.

I post this just incase others may have problems and
think they blew the boards!
