[hpsdr] KISS Konsole Beta 1.0.3 released

Hi James,

I afraid it's a Vista issue - I'm sure Bill, KD5TFD, can explain better than 
I can what the problem is. Its the libusb driver issue  I think and we are 
working on a fix.
