[hpsdr] Firmware Version and location

In general if you're going to play radio grabbing the .rbf and .hex 
from the PowerSDR tree is probably the best place to get it as that 
is the place that is regularly updated.  I tend to not update other 
consumers of the .rbf and .hex bits simply due to the work of having 
to test the other bits of code if I updated .rbfs or .hex's are  introduced.

In this case I think the new .rbf and .hex will work with the 
USBBlaster code so will update it next time I'm poking about in there.
