[hpsdr] Bare PCB's

As one who designs and sells bare PCB's, the larger the volume the
cheaper the unit price. This is especially true for volumes of 100 and
less. I would like to see the bare pcb's sold as this allows a smaller
of money to be spent at one time. The additional sales of the bare
boards would reduce the cost to TAPR of the assembled boards. Ordering
1 or 2 boards from Gerbers can easily be $50 to $75 while ordering 100
can be $2-$5 per board(depending on size of board, number of layers,
etc). There is generally a fixed "setup" charge and a per board charge
which varies with volume, number of layers, and size.
