[hpsdr] Ozy Initial Load

It's a brand new Ozy that I built myself.  It's not been working  
before.  I'm just making the assumption since there's really nothing  
between the FX2 and the USB port, and since the computer is at least  
trying to enumerate the FX2, that it's likely bad.
