[hpsdr] open collector outputs - sequencer

Hi Phil,

thank you for your answers.  I'am not a programmer, but I have the
knowledge to do some programming. As this is a useful addition I will do
it as soon I will dive into the software. At the moment I am in the
process of detail design of my new eme system. I am waiting for sunny
weather to lift the finished bay of 4 crossyagis on the roof of my
house.
