[hpsdr] Penelope sound quality

Endo:

I would also support the recommendation of others that you run
the Penelope at higher RF power levels.  Put a 10 to 20 dB
attenuator on the output, if all that you need is 20 mW to drive
your amplifier, and run Penelope at several hundred milliwatts
output.  This will increase the dynamic range of the D to A
process.  It may help.  At least it is worth an experiment.
