[hpsdr] MOX bit in C0 for Penelope

It's also useful when running full duplex (which KISS Konsole supports).

You can leave the receive antenna connected and take the Penny drive to
your PA stages.

Just set I&Q to zero when PTT is not active in your PC code if you want to
eliminate output from Penny when the PTT is not active.

KK also has a full sequencer that both delays RF following PTT activation
and holds the PTT until RF has been removed. Delay and Hold times can be
set by the user.
