[hpsdr] svn server IP changed

For the other side (using Unix), the relocation is doable with a couple of commands (I am taking the 
John branch as example):

cd ~/N6LYT ; \
svn switch --relocate svn://64.245.179.219/svn/repos_sdr_hpsdr/trunk/N6LYT svn://184.81.170.126 \
/svn/repos_sdr_hpsdr/trunk/N6LYT

the old URL can be retrieved via the command

cd ~/N6LYT ; svn info
