[hpsdr] Frequency Display Issue

Hi George,

Just to confirm that the display issues are fixed under Win7 using your 
latest code.

I'll make the necessary changes to the code in my branch and upload into SVN 
later today.

Thanks for your assistance with this and in particular getting WinUSB to run 
with Kiss Konsole - it leaves us in good stead as we move in to the future.
