Another Excalibur completed and operational!

Finished construction yesterday and powered up for first time today.  No 
external freq ref yet so just using the onboard TCXO.  The guidelines on 
how to adjust the osc via the phase display were helpful - thanks for 
that timely discussion.  My osc was initially off approx 5Hz against WWV 
on 10MHz - got it down to approx 1/2 to 1/3Hz based on the rotation rate.
