Another possibility could be to use the Phase display of Winrad, when 
set to ECSS mode.



It will hunt the carrier received, setting the frequency and phase of 
the internal NCO so that the phase error will be zero.
You can then read the actual frequency on the "Tune" display, and see if 
there are instantaneous deviations
maybe due to ionospheric propagation.
