[hpsdr] Ozy Failure

With OZY there is no protection at the USB input, adequate protection has been added on Magister and Hermes. I have had a dead USB controller once on OZY which was fixed by replacing the FX2 chip. 

I would suggest checking with a scope to see if the FX2 clocks are being generated,
