[hpsdr] .NET Framework V/1.1

Dear Kjell,

as George mentioned, if you don't intend to re-compile the sources, you have
to install .Net V1.1. It is no problem to have different versions of the
.Net framework installed. Since you are using Win7, this OS will complain
installing .Net V1.1.

But don't worry, just ignore all warnings and install V1.1 separately on
Win7. There might be some incompitabilities with .Net V1.1 on Win7, but I
have never found some.

After V1.1 has been installed, PowerSDR should work as on WinXP! I have done
it like this on both, Win7 32Bit and 64Bit OS.
