[hpsdr] IDE for PowerSDR

Hi Georg,

I used VS 2010 (trial version) to modify Power-sdr 1.19.3 version for hpsdr,
it was with XP, no experience with Win 7 64 bits.

The only problem was with TdxInput.dll that needed to be registered with
regserv32.
