That's odd, although I can't remember the behavior when I first 
installed TortoiseSVN. As an experiment, I just added a new folder and 
right clicked on that folder and "SVN Checkout..." shows up as an option 
for that folder.

I am using TortoiseSVN 1.5.6.  which is somewhat behind the current 
1.7.x version.

Maybe others can comment on what to expect here?
