There's nothing special about the directory name, you can call it
anything you desire - it's just a place to hold any directories and
files that are placed there when you do the svn download. In any event,
glad to hear you found the checkout option.

Right, based on what was said on the reflector in the last couple of
days, the normal repository is still apparently unavailable.

It sounds like you're getting the entire repository instead of just the
small set of files you actually need. I suggest deleting the entire
folder your created and start from scratch, recreate the folder and use
the temporary repository address appended with
"/PowerSDR/branches/kd5tfd/PennyMerge/bin/Release" and do the checkout
again with this url. This should narrow it down to just the files you
need. I haven't tried this yet myself but will do so tomorrow
(Saturday) when I have a bit more time and verify that this works,
unless Dave or someone else confirms this or suggests some other string
variant to append. When SVN is complete, the folder you created earlier
should then contain all the files corresponding to the .../bin/release
folder as stored in the repository. There should be several files of
type .dll, .exe, .bat, .xml, .rbf, and so on.

The complete url you specify when you request the initial checkout tells
SVN what you want - in this case, it will download everything contained
in the ../bin//Release folder as described above.

I'm not sure what was intended to be at step 4 in the document - perhaps
Dave can help here. In any event once the svn download is complete, you
should have the files relating to PowerSDR. There may be additional
configuration steps needed in order to successfully launch PowerSDR,
depending on if you're using Ozy/Magister or Metis for communicating
with your PC, and what you've already configured in the way of USB
drivers for Ozy/Magister or config relating to Metis and use of
HPSDRProgrammer. Let's focus on completion of the SVN part first.

I think all this is suggesting is to copy the files as downloaded by svn
to another directory of your choice. This would, for example, allow you
to do svn updates on the original directory without overwriting the
files you're using in your 'working directory.'
Since you're going to copy the downloaded files to your hpsdr pc anyway,
you're effectively doing this -- in your case, your working directory
just happens to be on a different pc.

Again, hope this explanation helps.
