[hpsdr] latest PowerSDR update to 1.19.3.3 bugs

Everyone,

 

The latest PowerSDR 1.19.3.3 "1887 24 Feb" posted to the svn is transmitting
9kHz low. Please don't use it. I'm looking at my changes to correct this
error.
