I spoke of S/N and I am pretty sure that I measured when starting to
operate Penelope about 2 years ago that the noise level as shown in the
Panadapter with MOX activated, otherwise Mic = 0 and no input at the
microphone connector of Penelope was clearly higher with 15 compared to
14.

I just checked under these conditions and found no difference:
It's the same in both cases 14 and 15. The spectral noise power density
in the Panadapter is at a level of about -85 dBm/bin (Ozy 1.7, Penelope
1.2, W5WC-1/9/2011). 
If 14/15 has in addition no influence on the ADC dynamic range then of
course 14/15 can just be used to adapt the proper audio level.
