Hi Mike,

Welcome to the openHPSDR group.

Regarding the frequency error, did you have the 10MHz source selected 
correctly?  This is done in PowerSDR under Setup > HPSDR. If you had this 
set to Atlas,  and did not have a 10MHz reference connected to the Atlas 
bus,  then the clocks on Mercury and Penelope would not be phase-locked 
together. This could cause the frequency error your found.
