No, it's not characteristic of SDR but shows that MS Windows is not
the ideal SDR platform.  What you need to do is remove ALL the other
processes on the PC.  Windows does things like index the disk for
search, listens to any WiFi and 100 other things.  remove everything
you don't need.   It may tke some effort but that should no be
surprizing given you are trying to turn a pie of office equipment into
 a radio.
