I can't tell you for sure, Georg, because I'm not the Windows guy, but this worries me.  I don't know if the version check flag just zeros out the versions, but I would be surprised if it did.  If the versions are blank like this, it means that PowerSDR isn't receiving data from the hardware, because those Ozy/Mercury/Penny versions are in the header of each packet that comes back.  This is further verified by the OzyBulkRead failed message.  The hardware isn't getting initializsed correctly, and isn't sending data to PowerSDR it appears.
