[hpsdr] HPSDRProgrammer version 1.4

I have put version 1.4 of HPSDRProgrammer on my svn.  I believe this
fixes most of the problems we have been seeing.

At approximately 12:05 UTC today (Saturday 5 March) an automatic update
should put these on the http://openhpsdr/download.php (it will need a
few minutes to run.

I have tested this on Windows 7 64 bit, Linux Ubuntu 10.10 32 bit and 64
bit and Mac OSX.  It is all working for me ;-)
