[hpsdr] Problem upgrading Mercury

Hi, Mike

You need to update your Program_Mercury-EPCS16.bat as well. All binaries 
SVN:
svn://svn.openhpsdr.org/svn/repos_sdr_hpsdr/trunk/USBBlaster-Binaries
If you need Altera's v11 option you can simply add it  yourself by editing
Program_Mercury-EPCS16.bat with text editor something like this:
....
ECHO  B. Quartus V11
....
IF /I '%Choice%'=='B' GOTO Q110
....
:Q110
SET DIRECTORY=c:\altera\11\qprogrammer\bin\quartus_pgm
GOTO LOOP
...

There is no download for v10.sp1 on Altera's site anymore. I only see 
v11sp1.
