[hpsdr] Penelope Firmware Upgrade

I am trying to upgrade the Penelope firmware from v 1.2 to v 1.4.  I am using Windows 7 OS.  Is it necessary to load the USB Blaster software on to Magister in order to upgrade the Penelope code?

Comments will be appreciated.
