[hpsdr] Penny V1.4 firmware issue (tracked down problem but not sure where to go next)

Hi Joe,

The mic is plugged directly into Penny[lane] in both cases so that's not the 
problem unfortunately. The problem definitely appears on V1.4 (incidentally 
I'm using a PC type headset that needs the bias on and I don't have a 
hardware PTT connected)
