[hpsdr] Quick start for HPSDR / TortoiseSVN / svn.tapr.org

While it's still fresh in memory, I've generated a Quick Start document on getting and using ToroiseSVN, how to checkout files, and the correct URLs at svn.tapr.org for some of the HPSDR content.

It covers just WindowsXP. If there are any corrections for Vista or 7, or any comments or corrections at all, please send me email off-list and I'll be happy to update the document.
