To load the skins, go to http://svn.tapr.org/repos_sdr_hpsdr/trunk/W5WC/OpenHPSDR_Skins/ and download the file  <http://svn.tapr.org/repos_sdr_hpsdr/trunk/W5WC/OpenHPSDR_Skins/OpenHPSDR_Skins.exe> OpenHPSDR_Skins.exe. It’s been a while since I installed PowerSDR, but I think that just executing that file will take care of everything.
