[hpsdr] TLV-Init fails also on Doug's powerSDR 2.2.3

Addition to TLV-Problem:

Version of Pennylane is 1.5 (0x0f), Ozyversion is 67 (0x43)
I do not allways update to the newest versions when they come out.
