[hpsdr] PowerSDR - Metis v 1.7

Bill,

trunk/Metis/Source - you'll see the versions under there.  (...,Metis v1.5,
Metis v1.6,,,)

Note - I have had some trouble lately accessing that part of the repository
- just got a time out on that right before sending this e-mail.

Maybe someone from TAPR can comment on the status of the SVN server w.r.t.
accessing the Metis directory.
