[hpsdr] Chirp Beacon Callsign Encoding

I'm currently working on the encoder software for the Chirp beacon that we
are installing in VK6.

Rather than re-invent an encoder I had a look at the callsign table used
by WSPR/JT65.  There appears to be a number of common callsigns missing
(e.g. G, GM, GW, GD ) - or perhaps I'm looking at an old version of the
table?

Could someone experienced in using these  modes please comment on any
issues relating to the callsign table.
