[hpsdr] Metis as JTAG Programming

Hi Walter, 

The JTAG mode is for programming only Mercury or Penelope/PennyLane, of course.  

In addition to the JP1 jumper on Metis, you must also ensure that the "Last JTAG" jumper is on the Mercury or Penelope board you wish to update and that only the Mercury or Penelope and Metis is on the Atlas bus and that the Mercury or Penelope board is in the slot adjacent to the Metis board between the Metis board and the Atlas power connector.  Otherwise you'll get a bad JTAG chain error from HPSDRProgrammer.
