Thanks Joe..

That's the exact setup I have now..

Penelope is the only other board on Atlas right now with the JTAG jumper
installed as well, with the Metis card immediately to it's right. 

The Metis board is on the opposite end of the Atlas board from the power
supply.

Should all the boards be closer to the power supply perhaps ?

Hi Walter, 

The JTAG mode is for programming only Mercury or Penelope/PennyLane, of
course.  

In addition to the JP1 jumper on Metis, you must also ensure that the "Last
JTAG" jumper is on the Mercury or Penelope board you wish to update and that
only the Mercury or Penelope and Metis is on the Atlas bus and that the
Mercury or Penelope board is in the slot adjacent to the Metis board between
the Metis board and the Atlas power connector.  Otherwise you'll get a bad
JTAG chain error from HPSDRProgrammer.
