[hpsdr] TAPR SVN WORKING?

Try replacing the "svn://" with "http://"  and removing the /svn after 
.org  --
so that the url would be

http://svn.tapr.org/repos_sdr_windows/PowerSDR/branches/kd5tfd/PennyMerge/bin/Release
