[hpsdr] Static IP address for Metis

Giovanni,
In addition to what Dan said, you can get a small, 4 port ethernet switch
and still use APIPA and reduce the significant time that it is taking you.

The REAL problem is the time it takes for your PC to get ITS APIPA address,
not the time it takes for Metis to get one. Having an ethernet switch,
rather than a direct wire connection, allows both the PC and Metis to have
its APIPA address established much earlier.

Otherwise, you must wait EACH TIME Metis is powered up for the PC to realize
this and give itself (the PC) an APIPA address. This is what takes so long.

If you give Metis a static IP address, you pretty much need to have given
your PC a static IP address and properly configured the subnet properties.
To my mind, it's much easier to spend about $20 for the 4 port Ethernet
Switch, than it is to configure Metis' and the PC's static IP address.

FWIW, I started with vacuum tubes, too.
