There are of course OTHER relays in Alex that are under program control.
They include antenna relays, T/R, and the RX variant inputs.  Also
attenuators and such, maybe?

So 'chatter' could be other than filter switching, couldn't it?

Pat only observed 'relay chatter' but did NOT attribute the chatter to any
particular relays.  In fact, he seemed to jump from one problem to another,
without actually clarifying that the Ext Ctrl issue was in fact solved by
the fact that he didn't have Penelope or PennyLane activated, as he doesn't
have those items.
