[hpsdr] New version of KISS Konsole (1.1.12) to test

I've just uploaded a new version of KK to my area of the SVN.  You can find
it at:
http://svn.tapr.org/repos_hpsdr_kiss/branches/K9TRV/KISS Konsole Unified

go to the Unified folder, then the bin folder and copy the Release folder
(if you just want the executable bits) and please give it a test.

This adds all the versions of Ozy_janus.rbf from v18 thru v22, and adds
version checking for Penelope/PennyLane and Mercury vs Ozy/Magister or
Metis, depending on which you use, which will hopefully forestall similar
problems to what Chris had yesterday.

Please give it a spin and let me know of any problems.  If after several
days there are none, I'll post a copy to the 'stable releases' folder as
well, and make a public announcement of that so that Dave KV0S can get a new
archive built and linked to the download page.

Thanks to Bill KD5TFD who sent me the Ozy version checking code.  With that,
I was able to find the similar for Metis in PowerSDR and use that as well.
