[hpsdr] What do the VHDL folks use for tools?

I am writing about FPGAs for the first time for my column in QEX.  It  appears 
from what I have read that you need the full version of the  Altera software to 
do the work needed for Hermes or Mercury. Can anyone  give me some insight 
either on this list or off to the side?
