[hpsdr] VS2010 vs VS2012, also please avoid 'Surface' tablets

It's not just the initial units. Surface will run on Windows 8 RT, which is designed for ARM.
All Windows 8 RT devices will be limited to ARM and running apps from Microsoft's store only.
